The state Legislature created the N.H. State Port Authority in 1957 as an autonomous agency overseen by a board of directors appointed by the governor and Executive Council.

The Port Authority plans the maintenance, development and use of the port, New Hampshire harbors and navigable rivers, while aiming to stimulate commerce and the shipment of freight through the port.
